right hand nav at concluded groups is misbehaving

Over here (Firefox 100.0 on Linux) the scrolling itself seems ok with a mouse wheel but it's difficult (impossible?) to grab the scrollbar for a click-and-drag. Is that what you're seeing or is there something else?

the menu itself does strange things while scrolling and it is hard to click in it.

I think the real issue is that the menu is height limited and scrolling the main content and scrolling the right nav interact badly.

I see the RH menu jump when I scroll the main content but it's not terribly jarring. Depending on the OS / input device, maybe this gets worse (e.g., if the system is more prone to unintended scroll events on the main content).

There's a problem with the main content and RH menu scroll bars overlapping. It should be possible to inset the container that gets the RH menu scrollbar slighly while maintaining the background color that extends to the right margin.

The problem I see trying to click 'programs' comes from the main content not being able to scroll far enough down that the 'programs' anchor is ever highlighted. By the time it's close, the hard end of the page has been reached so the spy marks the end of the page as the current position. Perhaps that could be fixed by allowing the end of the main content to scroll to the top of the viewport? (Not certain this would be an improvement in the overall experience, but would prevent the nav buttons from seeming non-responsive.)

But the resulting experience is really not satisfying - Approach this page with "I want to see closed programs". The user is forced to scroll to bottom of page - the right hand nav doesn't let them shortcut through that scrolling at all.
I wonder if the page needs to be redesigned.
