Background colors for IESG agenda documents

What happened?

Agenda documents I'd balloted on used to have background colors -- light green for NoObj, light pink for DISCUSS, etc. These are gone now. They were genuinely useful, I hope they can be brought back.

(my recollection is that the background color functionality was only on the "documents" agenda page (https://datatracker.ietf.org/iesg/agenda/documents/) but not the main agenda (https://datatracker.ietf.org/iesg/agenda/), and indeed was one of the differentiating features that cause the "documents" page to be widely preferred. Not that we need to go for bug-for-bug compatibility with the previous state, of course...)

It took me a while to spot it and it is enough for me (having such a bar on the left as well would be a plus)

The PR has a different fix, i.e., restores the colored backgrounds.
