ADs cant charter new WGs

Hi!

Roman reported to the Secretariat that when he tried to start chartering a new WG from https://datatracker.ietf.org/group/chartering/ by hitting the "Charter new WG" button, he gets this error:

Restricted Access.

You don't have permission to access this view

If you think this is a server error, please contact datatracker-project@ietf.org.

We tested this with several other ADs in the sandbox, and they all return this error. This is a permission that ADs used to have, and it seems like something they should still have. Can you please look into it?

This is a consequence of 62a3a4f, which was done quite quickly in response to discovering that without it, anyone logged in could create a new group.

It overreached, and we can adjust it to include the area directors.

As this view can start the charter for a wg or an rg, I'm changing the gate to:
