This is the same problem for .TXT format as i described in ticket 3308 for XML format. I split it up just in case there could be differences in fixing them.
The need for access to the TXT version for my use cases is often more important than for XML because i sometimes need to do rfcdiff against draft versions to see when/how something was changed in text, and rfcdiff needs the TXT version.
Datatracker does not provide access to the TXT version of drafts once they have become RFC. This may have never ben the case, but it was provided for on tools.ietf.org, so users could easily access TXT of drafts via their tools.ietf.org web page. Since this year, those URLs redirect to datatracker, where this is not possible anymore.

https://datatracker.ietf.org/doc/draft-ietf-anima-autonomic-control-plane/27/
There is no link to the XML of this document to be found on this page. Nevertheless, it does of course exist:
https://www.ietf.org/archive/id/draft-ietf-anima-autonomic-control-plane-27.txt
Note that this problem only applies to documents that have turned RFC. Before they are RFC, dataracker correctly shows the XML links, e.g.:
https://datatracker.ietf.org/doc/html/draft-ietf-httpbis-cache-16
