Timezone selectors cant be navigated to if they are off screen

If, for whatever reason, the agenda page renders such that the timezone selectors are offscreen, they cannot be reached.

The simplest way to reproduce is to zoom within the browser window until the block goes offscreen

I see two basic approaches to this.

1. Move the current timezone selector to a location that is visible for all widths
2. Keep the current layout for wide views and switch to a different location when the view narrows.

My immediate thought is to use option 1 and replace the current display of the timezone in the agenda title with the pulldown itself. Probably the 'local' / 'meeting' / 'utc' shortcut buttons would appear immediately below this. It's not as elegant as the current display, though.

For option 2, I think the obvious thing to do would be to pop in a selection section in the vertical stack of the agenda UI. Not sure whether at the bottom or top would be preferred - normally I'd say bottom to keep the top of the page free from clutter, but the agenda is a long page.

Any thoughts?

My original version of the feature included the timezone selection at the top, as a separate line after the agenda, but Henrik said it would be better if would be available all the time, and suggested moving it to the side selection. Having it visible all the time on the screen (the side selection thing does not scroll and stays visible all the time provided you have enough space) is a bonus, and perhaps we could move it to the top only if the screen is too narrow, or too short (as the sideselection thing does not scroll you can't access items that are below the bottom of screen, and there is lots of space above it so it stays in same location even when scrolled to the top, where there is other things there).

Or we could have the full timezone selection popup to be at the top, and have quick access texts in the side...
