Unable to upload virtual meeting agenda in markdown

I'm getting an error using Chrome Version 88.0.4324.104 (Official Build) (64-bit), trying to aubmit a virtual meeting agenda in Markdown (using .md extension). The error I'm getting is

"Upload Content-Type (application/octet-stream) is different from the observed mime-type (text/plain)"

Do you have thoughts?

Treat application/octet-stream as text/markdown for '.md' materials uploads. Refactor FileUploadForm hierarchy to reduce boilerplate. Fixes #3163. Commit ready for merge.
