"No documents match your query." isn't really accurate

For a WG that has no RFCs or WG drafts, but does have related drafts, clicking on the "Documents" tab gets a page that says "No documents match your query." That feels weird on a page that has lots of drafts listed. Maybe only show that header when there are literally zero drafts to show? (Current example: ADD)

Corrected template to remove spurious No Documents Match warning. Fixes #3148. Commit ready for merge.
