When a document is in one of the states “Waiting for Writeup” or
“Waiting for AD Go-Ahead” and the AD does “Save and Issue Ballot”, the
datatracker should automatically change the state to “IESG
Evaluation”.
When a document is in an earlier state, such as “In Last Call” or “AD
Evaluation”, and the AD does “Save and Issue Ballot”, the datatracker
should do the save and warn the AD that the state is not appropriate
for issuing the ballot yet, and ask the AD whether to issue the ballot
anyway. If the AD responds “yes”, the datatracker will issue the
ballot but will not change the state, and will alert the AD that she
needs to remember to change the state to “IESG Evaluaton” at the
appropriate time.
If a document is in a later state than “IESG Evaluation”, such as
“Approved, Announcement to be Sent”, and the AD does “Save and Issue
Ballot”, the datatracker should do the save, not change the state, and
warn the AD that the document has already passed IESG Evaluation.
Note that we will still have a "Save" button that does not issue the
ballot, and none of this changes the behaviour of that button.
