I keep clicking on the X, but then I go another DT page, and they are back.

I tried logging out.
The repeated after I was logged out.
I logged back in, they were on the login page.
They continue after I'm logged back in.

With the datatracker's configuration, the user flash message framework first tries to use Cookies for message storage, then falls back to Session storage. If you use multiple browsers, I can see a possibility for this to happen if the browsers have different settings for permitting cookies. Could it be that you've used multiple browsers in connection with this manifestation?

I certainly use a laptop and a desktop.
Both Chrome, with sync between them.
I don't have different settings though.

If I ack the notices, and then reload, they stay gone. If I close the tab, and open a DT tab, they are back.

Fixed in 4712e83:

Added a patch to make django use the same settings when deleting a cookie as when setting it. In particular, it sets Secure if settings.SESSION_COOKIE_SECURE, which is needed if samesite='None'. Fixes issue #3056

This fix to the Django framework was needed because of the stricter enforcement of the cookie Secure and SameSite settings by recent Chrome 84. The fix for https://code.djangoproject.com/ticket/31790 only partially addressed the issue.
