This is a consequence of reusing 'AG'. The group edit form (at least) assumes that means IETF Area Group, and they're probably right.

The correct fix here is probably to migrate anything that is 'AG' and parent='IRTF' to a new group type that indicates 'IRTF Area Group' instead of 'IETF Area Group'.

Convert IRTF area groups into their own group type rather than attempting to overload AG. Fixes #3027. Commit ready for merge.
