Cleanup the display of past meetings

The Note in the yellow box at the top of the agenda should not be displayed it the meeting is over.

Changed the view to pass an is_current_meeting flag. Then, changed the template to only show the Note box if the flag is True.

Fixed in 5dc4931:

Add /meeting//agenda pages to the slowpages cache. While I was in the template, I also did a recent ticket. Fixes #2992.
