Need dynamic menu entries for programs and area groups

We currently add menu entries to the group menu for a user pointing to the working group, research groups, and review teams that the user is a manager for.

This should be extended to include all group types the user manages, or at least those types that meet.

Adjust groupfeatures has_session_materials to match modern usage. Adjusted proceedings and materials templates to show fewer unnecessary duplicates. Fixes #2981 and #3387. Commit ready for merge.
