As the IAB is moving towards having more open Programs (RFC Editor Future Development, Model-T), it would be helpful if Programs could use the meeting and proceedings tools in the Datatracker. Since this has been kind of hacked in the past for one-off meetings, there is probably also some cleanup that needs to happen. I think the specific support that we'll want is:

Have IAB Programs show up as a scheduling option in the session request tool (https://datatracker.ietf.org/secr/sreq/). (Before COVID-19 changed all our plans, we worked around this for IETF 107 by setting the Model-T Program up as an ad hoc group, but it would be cleaner if it could be listed in the Datatracker as Program, like the other IAB Programs.

Allow IAB Programs to use the interim meeting tools in the Datatracker. (Currently, neither IAB Programs nor ad hoc meetings show up as options when trying to schedule an interim meeting.)
