Hi!

In recent years, the IESG has had some confusion about when it is appropriate to use the IESG substate of "AD Followup" versus "Point Raised - writeup needed" for drafts. At today's telechat, the IESG concluded that they were being used to mean the same thing, and as such, would like to remove the "Point Raised - writeup needed" substate from the Datatracker to avoid further confusion.

The secretariat has already made sure there are no Documents with the sub-state 'point'.
I've marked that DocTagName as unused using the admin.
Changes to the code are underway.

Fixed in fa492c3:

Remove "point raised - writup needed" from the set of substates the IESG can use with a document. Fixes #2968. Commit ready for merge.
