Meeting session materials page shows time but not timezone

While many may understand the web page is showing the time in UTC, it's not spelled out and should be:

For an example, look at:

https://datatracker.ietf.org/meeting/interim-2020-dnsop-02/session/dnsop

And you see:

Thursday Apr-23-2020 1700

and you should probably see:

Thursday Apr-23-2020 1700 UTC

Fixed in 48562d1:

Changed the date/datetime at the top of meeting session pages to indicate timezone, and be given in UTC for virtual interim meetings, but meeting timezone with UTC in parentheses for in-person meetings. Fixes issue #2963.
