Completeing reviews fills in incorrect url

When completing a review

https://datatracker.ietf.org/doc/draft-gellens-lost-validation/reviewrequest/11339/complete/

the datatracker automatically fills in the url for the review, but adds <> characters around the url, and because of this the submit button complains that url is not correct. I.e., it fills in

https://mailarchive.ietf.org/arch/msg/secdir/DyfJfoS9zR-r8gczBSWlPtiJutc

instead of

https://mailarchive.ietf.org/arch/msg/secdir/DyfJfoS9zR-r8gczBSWlPtiJutc

Make sure to strip possible mail header field values of whitespace before applying email.utils.unquite(). Resolution by kivinen@iki.fi, Fixes issue #2899.
