I think it would be helpful to at least add a notice that that is what you are supposed to do when there are no edit buttons shown.

That's by design, but maybe the design needs a sanity check.

It used to be the case that interim materials were wrapped up in the proceedings of the next IETF meeting. (The 2019 meeting you point to was before IETF106.) Changes to materials for such meetings would result in changes to the proceedings, so the secretariat needed to make them once the proceedings were finalized (which happens weeks after the meeting). There was process to follow to make sure that it was ok to change the record that way, and that all the places that needed to get touched got touched.

Now, we rely on the meeting history tab for a group to let people find the materials for interim meetings. There still needs to be a cutoff against editing older meetings, and "before the last IETF meetings proceedings were finalized" might be still be the cutoff, but it's reasonable to ask if a different milestone would be better.

There does need to be some pressure to get materials posted in a timely manner. It should be exceptional to be uploading materials for a meeting that was several months ago, yes?

From a short email exchange, I think we landed on the current cutoff time selection is ok, and that the resolution after the cutoff is to ask the secretariat to change the materials.

The remaining request is to provide guidance on the page so that chairs know that's what to do in these exceptional cases. I'll edit this ticket to reflect that.
