If I try to recharter an IRTF RG and put its state into Internal Review, the tracker sends email to the IESG and the IAB. It should presumably email the IRSG and the IAB instead.

I also made a data change to a document State object, changing the name of the charter 'intrev' state to "Start Chartering/Rechartering (Internal Steering Group/IAB Review)"
