Area Review Team mail announcemnt are unclear on target #2830

When the datatracker sends out the email they are unclear who is the main receiver of the email. Let me exemplify.

So the To line includes in this case two secretaries (mls.ietf@gmail.com and magnus.westerlund@ericsson.com), it also contains the old and the new reviewer as the document was re-assigned.

I would make a couple of suggestions for improvement.

  1. Move the secretaries to be included as CC, rather than on the To line.

  2. Replace the "you" in the line "Wesley Eddy has assigned you as a reviewer for this document." with the actual name of the reviewer.

  3. In case of re-assignment it maybe should be clear that this has occurred. I am uncertain of the timing here, but I assume this email occurred when Ian was assigned as reviewer.
