/private/nominate/newperson exists as a view to allow an email address unknown to the datatracker to be used for nomination.
(Just /private/nominate/ should be used if the tracker knows the address).
There is an error in the form validation for /private/nominate/newperson that is encountered if the supplied email is already known to the datatracker that leads to a 500.
This will be corrected quickly, but in the meantime, a workaround is to use /private/nominate for such addresses.
