Crash when trying to graph doc/stats by state without providing a substate

doc/stats/newrevisiondocevent?activedrafts=on&by=state&rfcs=on&state=16 currently causes an unhandled exception. The user is left staring at a graph frame that never populates.

Be resilient to statistics queries that provide a state but not a substate. Fixes #2813. Commit ready for merge.
