The secretariat should be able to edit a group's closure note even after the group is closed

Currently, when a group is closed, the [Edit Group] button goes away, which is probably correct. However, there needs to be a mechanism for the secretariat to update the "Closing note" of a group even after the group has been closed. The note might need to be changed in the future.

One approach to this might be to allow the Secretariat to edit a closed WG, but instead we will add an edit button to the concluded WG status page that is visible to the Secretariat.
