I think including removed IPR in the count shown on the document's main page is by design. Working group participants that remember there being a disclosure that was later removed need to be able to tell what happened. So, I don't think simply filtering these out is the right thing to do (but I'll ask the IESG).

However, the search result page should show that the removed declarations have been removed without making the user click on each one to figure that out.

It would also be better in the long run to have a DocEvent go into the document's history when an IPR declaration is added or its state is changed.
