The secretariat is currently walled away from the admin pages for editing mailtriggers. That defeats one of the biggest points of building the mailtrigger infrastructure in the first place - the secretariat should be able to respond to requests like that in #2635 without asking for help from coders.
Do we need to build a custom view that allows editing the mailtrigger and recipient objects? Or can we make it where the secretariat can work with those themselves?
