Directorate Reviewers page shows private information

The Reviewers page for a directorate (eg Ops-dir, Gen-ART: https://datatracker.ietf.org/group/genart/reviewers/) exposes information -- reason for unavailability -- that should only be viewable by the reviewer and the secretary, but definitely /not/ by an un-logged-in user.
