There are three buttons on the page that the secretariat has to manipulate a draft that have become obsolete, and are now probably attractive nuisances. These are the "Replace", "Announcement", and "Make RFC" Actions listed in the right most column of that page.
The secretariat is, instead, using functionality built into the main page for a document for these actions.
