Document shepherd’s who are not also WG chairs do not see the “Start IESG Processing” button. I think they should.

Hi Ben,

Umm. I don't find a button with that exact wording (which might be a problem with my search, of course). Do you mean the "Submit to IESG for publication" button below the document meta-information
on a draft's 'Status' page, or some other button (possibly on some other page)?

Added permission for a document shepherd to request publication. Fixes issue #2509.
