Currently the conflict review request by IRTF Chair does not include
enough notifications - email to IRTF Chair, IRSG, RG Chairs of group,
document authors, and RG list

Fixed in production by changing the recipients of the messages sent when a conflict review is requested to include the stream manager and the stream steering group if it exists.
