Sometimes the "Ballot issued" emails sent to the IESG are generated after the Last call has already finished, but it always uses the future tense to refer to the expiration date. For example, yesterday (2018-03-29) we got:
Last call to expire on: 2018-03-28 00:00 PDT
It would be nice to change this to "Last call expired on: " when is in the past.
