Hi all,

I’m wondering if the RFC Editor <rfc-editor@rfc-editor.org> could be notified when the RFC Editor notes of I-Ds already in the RFC Editor queue have been changed?  The RFC Editor notes appear on the 'IESG writeups’ tab (e.g., https://datatracker.ietf.org/doc/draft-ietf-intarea-probe/writeup/).  

Currently, some of the ADs want to send us a list of changes after the I-D has been approved for publication.  Rather than send us email, they sometimes update the RFC Editor notes.  This update would help ensure we’re not missing any change requests.

A mailtarget should be set up for this. The logic for detecting when to send the mail should be very easy to put together.

Notify the RFC Editor when an RFC Editor note is changed after a draft has been approved. Fixes #2440. Commit ready for merge.
