Move Non-WG Lists Descriptions & Links to the Datatracker

The current non-wg mail list page is at https://www.ietf.org/how/community-discussions/nonwg/. The page is hard to maintain in the new Wagtail framework, as tables cannot contain active hyperlinks and the page must be edited with raw html, which is challenging in the new CMS. We would like to move the index of non-wg mail lists to the Datatracker.

Fixed in 0c1105f:

Added a page that lists all the advertised non-wg mailing lists, based on data fetched from mailman by a cronjob running the import_mailman_listinfo managemnt command.
