Jorge attended the WG Chairs Forum today (to present the topic: The Whys and Whats of bcp79bis) and received some feedback and suggestions on the existing IPR disclosures forms in the Datatracker.

3. Updating disclosures is a bit cumbersome — we’d like to make this form easier and, in particular, make it easier for someone to see the existing disclosure while they are updating it and also make it easier to update a disclosure (or maybe remove it?) if the text of the Internet Draft / RFC has changed such that the original disclosure is no longer valid.

I'm not sure how to address the last part of the issue description specifically, except that addressing the first part will generally make updates easier. I'll address the first part, updating disclosures in general, by pre-filling the update form with the values of the earlier disclosure. This will both let the user see the values of the existing disclosure, and avoid having to fill them in again if they have not changed. Only changes will have to be entered explicitly. For legacy disclosures, made before the fix in #2411, the existing Patent Information values will be shown in the Patent Notes field, but will have to be re-entered in the new Patent Number, Patent Title, etc. fields.

Rewrote text_to_dict() and dict_to_text() to support unicode without RFC2822 encoding issues. Added initial values in IPR update forms, from the original disclosure, in order to make updates easier. Addresses issue #2413.

Resolving this as fixed. I thought it might be, earlier, but wanted to give people the opportunity to point out issues with the chosen solution.
