Show graph of both on-time and late completed reviews as one stacked bar-graph

On the https://datatracker.ietf.org/stats/review/time/?completion=completed_late&team=secdir page there is no way to show both compeleted in time and completed late in same graph. Actually it would be better to have stacked bar graph, where there would be stacked items for each month for each item.

So I'll replace the two "Completed in time" and "Completed late" graphs with one, showing these as stacked items, yes? Should the "Not completed" items also be included? My thought would be 'no', as those are also dependent on the secretary closing incomplete reviews, so aren't really a measure of the same kind as completed in time and completed late.

Fixed in f651320:

Fix #2331 - Show stacked bar graph for in time and late reviews.

On the stats page, a single stacked bar graph is now shown which
combines in time and late reviews, replacing the separate graphs for
these statistics.

Tests for the charts are also expanded to validate the actual
graph content for both stacked and non-stacked charts.

Commit ready for merge.
