Manage adoption for IRTF documents presents an invalid form

If a RG chair tries to "manage adoption.." on a draft that has no stream set yet, it presents a form that has IETF states for the initial state. It should have IRTF states instead.

This is a consequence of the form assuming that only the IRTF chair can adopt documents into RGs. The form needs a more comprehensive reworking.
