Make it easier to create a dummy nomcom to develop against

It is not really possible to look at old nomcom pages (particularly private pages) to see what's going on, or to experiment with changes to a view. The developer needs to create a new nomcom to do that (and control they keys). It would be better to have a utility script that would do that for the developer (since there are many steps to get right).

Adds scripts to create/delete a dummy nomcom to use in development environments. Commit ready for merge. Fixes #2283.
