Review tool: Canceled early review does not send notifications

Someone requested an early review from Gen-ART and I assigned it. The requester then canceled the request, but neither the secretary nor the assigned reviewer were notified. The only indication was that the assignment disappeared from the reviewer's queue.

Fixed in 56003f6:

Fix #2278 - Notify secretary when a review request is closed.

The assigned reviewer was already notified, but secretaries were always
excluded.

Commit ready for merge.
