Right now, a reviewer can reject a review that has passed its deadline (by months even). When that happens, the review goes back to unassigned to be assigned again, which is a senseless state, and causes confusion if the review is actually reassigned.
It would be better to not allow a reviewer to reject a review after the deadline. The secretary should mark this as no-response instead. It would be even better than that if the system would automatically groom overdue review requests into the no-response state some reasonable time after the review's due date.
