In the old tool, secretaries maintained unavailability for reviewers. The new tool lets them add unavailable periods themselves. But information that was very useful to he secretaries is lost. Usually, the reviewer would tell the secretary why they were going to be unavailable, and that would have some impact on assignments just before and just after the availability period.
We should add a field to the form that creates a new unavailability period allowing the reviewer to provide an optional comment that the secretary can see. If the secretary gets mail about the new period, the comment should appear in the mail.
