We've made changes in the last several years that allow ballots to be issued long before a document goes into IESG Evaluation. Several ADs like to issue their ballots at the same time they issue IETF LC for example.
The decoupling of the ballot issuance and entering IESG Evaluation was not reflected in the body of the message that goes to the IESG list, which still starts "Evaluation: to ". This is confusing, and could be very confusing for new ADs going forward.
It would be better for the message to say "Ballot available: to " and the message should include the current IESG state. (But, the code needs to be inspected to make sure the message goes out after setting a new state if that state is being changed as part of issuing the ballot).
