Right now, setting up a directorate to use the review tool requires some dozens of actions in the admin pages under review (to establish what review types and what review results the directorate will use). It is far from obvious that what makes a directorate a review team is that is has a non-zero number of possible review results with the current UI.
Instead, the group edit page should react if the group is a directorate to offer more convenient ways to select these things (with a default set of suggestions).
We should also investigate making this more convenient in the admin pages for group.
