Improve tracking interview notes

Interview scribe notes are currently entered as feedback messages - consider making them separate things, or at least make them easy to search out from other people’s feedback (especially comments entered by nomcom members on behalf of themselves or another community member).

It would be nice to be able to edit notes (they are often pasted in quickly, and could use reformatting). Having the ability to collaboratively work on the notes (etherpad style) would also be useful.

Conversations with recent nomcom chairs reinforce that these interview notes should be a different kind of thing from "feedback on a candidate".

Perhaps this could be handled with the ability to collect feedback on an arbitrary question (see #2256 ) if those questions could be marked as "open only to nomcom members"

Fixed in 4813177:

Allow the nomcom to collect feedback on arbitrary topics. Fixes #2256 and #1846. Commit ready for merge.
