Empty search from the navbar should short circuit to the base search page

Right now an empty search returns the first 500 (essentially arbitrary) results of a search on the empty string. It would be less wasted work, and make a better interface it it quickly went to the blank search page.

This is talking about the search widget that appears in the top menu bar. It reacts if you hit enter with no text, by doing a very wide search. It should just take you to the same place clicking on the logo takes you instead.

Related issue: the search button under "Additional search criteria" shouldn't be enabled unless additional criteria or a search term are entered.
