I changed the wg state on a document to "Candidate for Adoption" and the email automatically sent to the working group indicated "The TICTOC WG has adopted draft-hjxl-ssn-ps (entered by Karen O'Donoghue)"

Fixed in be377e5:

When a group gives a document a new group state (particularly for the first time), send a message that says what happened instead of simply "Adopted". Fixes #1830. Commit ready for merge.
