The message to ADs to review a milestone is ambiguous

Example:

Added milestone "A second bogus milestone" for review, due December
2015.

The due date given is the proposed date for the milestone, not a deadline for the AD to approve the milestone.

The whole message should be replaced with something clearer, with simple instructions and even a link for the AD to use to complete the review of the milestone.

The "Added blah for review, due" lines are added one at a time in code that looks at changes.

The code that is later in the path that sends mail to the working group does a regex search looking for lines like that, and removes them.

The processing path should be refactored to obviate the need for that regex search, and to allow a message that is more structured to be constructed for the group leadership, and the less detailed one for the group.
