I-D submission tool attempts to convert "Replaces:" to an integer

When specifying a "Replaces:" document in the manual metadata adjustment page, e.g., https://datatracker.ietf.org/submit/status/71357/bb93d70e23aadd762791ae34544145a7/edit/
we get a 500 error because someone is trying to change it into an integer. I don't know why we want to convert an I-D name to an integer :-)

rjs says that there should be a javascript dropdown allowing me to pick a document when I type in the box. This does not happen for me either in Chrome 43.0.2357.132 or Safari 8.0.6 (10600.6.3) -- nothing appears other than the letters that I type. I do not have any kind of adblock or other javascript blocker installed.

Fixed in 56f31cf:

Include some missing css and javascript for the submit/edit page. Fixes #1760 (though a more thourogh fix for when javascript is disabled is desirable). Commit ready for merge.
