Email "popup" information duplicated in footer

With the new "popup" when an email is sent, the text in that popup is also duplicated in the footer of the page (after the "report a bug" text).

Debugging leftover?

Hrmm - there is a loop for showing things from the messages framework both at the top and the bottom of the page, and it's been there for awhile (they both came in at a589115). I'll commit a change that removes the second, but I wonder why we ended up with it in the first place?

Remove the messages-framework output loop from the base page footer. Fixes #1735. Commit ready for merge.
