Line 11 of secr/utils/mail.py should guard against a misconfigured RG that has no parent.

(The group that triggered this was hopsrg - we'll fix it's parent seperately).

Fixed in b9bf759:

Set the parent for newly created RGs. Be more robust if an RG has no parent. Test creation of an RG. Fixes #1718 and #1719. Commit ready for merge.
