Weird coloring of results of nomcom feedback submission

After successfully submitting feedback (I get the "Your feedback has been registered" message), the resulting page has highlighted the background for all of the field labels, and all of the text around the "email me" checkbox.

It looks like it's trying to tell me something went wrong, when it hasn't....

What's happening is the page is redisplaying the validated form, and bootstrap shows all the fields that successfully validated (which is all of them) with a happy green background.

The page apparently does this only so it can show the "Your feedback has been registered" message, using something that looks like an attempt to copy the messaging framework.

I think we should return a new empty form instead (if coming back to this page is the right thing to do), and use django's messaging framework instead of this custom thing.

Return new forms instead of validated forms for nomcom nominations and feedback. Fixes #1703. Commit ready for merge.
