Based on conversation with Robert Sparks, this ticket will be used to change the "Request closing group" to only allow the closing of WGs and RGs for now. If other group types need to be closed in the future, this ticket can be revisited.

Fixed in 4737f05:

Changed so that only WGs/RGs can be closed, per RJS. Fixes #1578. Commit ready for merge.
