The 4ab6e03 fixed whether to show the link to the edit function or not, but it didn't change the policy on the edit function itself. At the moment, that's restricted to ADs and the secretariat.

Change the permission guards on edit_notify to reflect the policy that #1517 tried to establish. Fixes #1517 and #1575. Commit ready for merge.
